In recent years, with the rapid development of domestic economy, most coal miningcompanies have achieved better beneficial results. Longkou Mining Group Co., LTD.(hereafter referred as to “the Group”) firmly seized this favorable opportunity, to activelyspeed up its pace of development, and to vigorously promote its intensive and efficient coalproduction, so that the group’s scale has gradually enlarged, its competitiveness significantlyenhanced and its economic benefits greatly improved. But the Science and TechnologyManagement work is relatively weak, comparably backward. For example, the Science andTechnology Information Management work has been run in a semi-automatic way, such ascontacting by phone call, keeping data on paper sheet and calculating with calculator. Themanagement staff has high labor intensity and low efficiency and the data got is with error,the information transmission is not in time. Consequently, it costs the management staffmuch time to collect all kinds of data. On the other hand the data processing files occupymuch space and are not easy to preserve. Since all information is kept in scattered tables andfiles which are poorly preserved, when doing comprehensive analysis at the end of the month,the quarter or the year, the management staff must look up many statements and some of theoriginal data, and extra office consumables were needed. Since a large number of files weretelexed, it not only brought high call charge, but also required much paper.To solve the problems above, combined with the current situation and external conditionof the Group, this thesis analyzed the factors that affect the development of the Group, thenecessity and practicality of the development of Science and Technology ManagementInformation System(STMIS) of the Group, and defined the development methods and toolsof STMIS of the Group, and established a relatively perfect science and technologymanagement system which help the Group’s transition from the traditional enterprise toscientific and technological innovation-oriented enterprises based on the research of theexisting situation of the Group, such as the quantity of scientific achievements of the Group’sdepartments, company, intermediary agencies and grass-roots units (offsite subsidiary), theestablishing of research management institutions, the assigned full-time science andtechnology management staff, the implementation of research funding, and the establishing oftechnology management system. On this basis has the STMIS of Longkou Mining Groupbeen established and the application results of the STMIS been analyzed and evaluated.
