ITIL (Information Technology Infrastructure Library) is one of the globallyaccepted standard models and practical frameworks in the IT Governance and ITservice Management field. Taking Government X’s website system maintenanceprojects as the research subject, this paper takes ITIL as the basic theories to elaboratecurrent operation and management world in order to improve the service of the websystem.At the very beginning, this paper briefly introduces related concepts of ITIL;then provides the basic framework of the latest version of ITIL, or ITIL V3. On thesebases, the paper makes analysis of the status quo of the personnel build-up,management and business processes and so on, and also redefines all these elementsin accordance with the ITIL concepts. Consequently, the paper provides the processframework of the Government X’s website maintenance project by combining the fivecore ideas of ITIL V3--Service Strategy, Service Design, Service Transition, ServiceOperation, and Continuing Service Improvement. At last part, the article summarizesall the process, redefines some of the key elements such as the roles of the personnelwhich is engaged in the project and pressure of the project team and corecompetitiveness. Then it proposes the common values of the project-relatedstakeholders. It also targets all the problems in the project and redesigns the coreprocesses, sub processes, function modules and main document templates by adoptingthe ITIL V3framework, thus implements the best way in ITIL V3to practical work.The management process in the project mentioned in this article has won supportfrom the leaders and been recognized by them and it fill in the gap of the originalproject. By incorporating ITIL process management rules and practical work ingovernment X, this paper aims at exploring ways to standardize the operation andmaintenance of the website, improve the service, and enhance the build of the websiteto better serve the society and the nation. The author hopes the findings can provideideas for other projects in e-government practice and IT governance.
