Wireless mobile communication is one of the fastest growing communications in today’s world.The third generation mobile communication with high-quality mobile voice, mobile broadband data and mobile multimedia services is the main technical direction of mobile communications. The third generation also plays a great role in economic development and social life.TD-SCDMA technology is an international communications standards, proposed based on our own intellectual property rights. With the issuance of 3G licenses in 2009, major cities regard the construction of 3G base stations into the urban planning in their respective city construction,3G network planning has become an important part of urban planning. Therefore the planning for TD-SCDMA coverage is significant and with practical value.This paper studies the content of TD-SCDMA system, the cell coverage planning, and TD-SCDMA System Power Control. This paper including up-link parameters, up-link loss, balance the up-link and down-link, the calculation of coverage area, open loop power control, closed loop power control and several other technology modules. Carried on the realization of software programming especially in the cell coverage planning in the parameters of link loss, the cell coverage, the open loop power control algorithm of each module, described the implementation process, and carried out data processing and visualization display and analysis on these modules respectively by application examples. And this paper also has some reference value to researchers that research and learning on TD-SCDMA network planning and power control cell.
