In recent years, equity and quality of higher education has been attached great importance across the world. Through international comparison, from the perspective of equity and quality value orientation, this research aims to explore the successful experience in higher education streaming mode reform of France, the United States and Japan to provide some experience for us ongoing reform to reference.This research consists of five chapters. The first chapter "introduction" discusses the selected topic reason and the significance, summarizes the achievements and deficiency of related research at home and abroad, demonstrates the research methods, thoughts and innovations, defines the core concepts of "higher education streaming" and "higher education streaming mode", and explores education system theory, objective and mode theory, streaming and choose theory and their guiding significance to this research.The second chapter specializes in the reform of French higher education streaming mode. Along with the advancement of the bologna process, France has gradually integrated into the European integration process. Its elite and mass higher education begin to communicate and integrate with each other from the isolation state under the traditional "double-track approach". At the same time, the streaming pattern of French higher education streaming highlights occupation, the form tends to be diversified, and the region becomes more balanced and clustered. In talent training, the streaming basis tends to be democratic, the opportunity flexible, and the allocation strategy humanistic.The third chapter emphasizes on the experience of American higher education streaming mode reform since the 1970s. In order to deepen equity, improve quality and pursue excellence, American higher education streaming mode reform lies in adjusting structure, optimizing the layout and coordinate with the economy. In practical operation, it adopts scientific selection, diversity training and employment guidance.The fourth chapter analysis the third-time higher education streaming mode reform of Japan. The urgent demand for high quality talents from the economic and social development, the contradiction between the "national education" tradition and the disturbing condition of higher education prompt Japan to put forward fairness and quality oriented education reform plan. It aims to improve the quality of higher education on the basis of equity by perfecting the multi-channel streaming form structure, establishing a diversified streaming hierarchical structure and building a various genre structure of majors. Japanese higher education also tries to train talents fairly on the basis of improving quality by the flexible examination strategy, personalized training strategy, and cooperative personnel tactics. At the same time, the government strengthens the macro-control and attaches great importance to the top design, the social introduces competition mechanism to improve the quality, the universities strengthens self-adjustment and show their running characteristics also make the Japanese higher education streaming mechanism perfect.The fifth chapter is a thought on our reform of the higher education streaming mode. To use the three countries’ experience for reference, we should strengthen government’s policy and finance to provide a guarantee mechanism for the streaming; clear the position and function of all kinds of colleges and universities to build a harmonious streaming structure; improve the grant policy and entrance system to pay attention to a rational basis of streaming; implement streaming transfer timely and differentiation training to ensure a fair streaming and high-quality talent-raining.
