Educational equity is a major purpose of educational development, an intensifying request and guidance in terms of value and policy for the educational reform in contemporary China. Whether the charging system of higher education will be conducive to the realization of educational equity is a much disputed practical problem which needs theoretical resolution. Starting from the development course of global higher education after World War II and the reform of China's charging system of higher education, this paper expounds on the positive effects of the charging of higher education on the realization of educational equity ,discusses the inequities evoked by the charging system , and argues that the solution to the equity problem in the charging system lies in institutional innovation and improvement, on the grounds of which specific measures are presented.
