This"quantity first, then grasp the quality" of the approach is clearly the socio-economicdisadvantage. In order to enhanced the development of higher education. Since1999,China promulgated the 《21st Century Education Revitalization Plan of Action》andBegan the large-scale enrollment. Undeniable enrollment provided the highereducation opportunity for more students, improved the internal management of highereducation system, greatly stimulated the consumption of China’s higher education,alleviated the pressure of structural unemployment, promote social and economicdevelopment. But with the leap of scale and the quality indicators relatively backward,the public questioned on the quality of higher education has been increasing. China isa policy-oriented country. So fierce is the contradictions of higher education equityand quality, mainly due to the higher education policy is not combined the perspectiveof fairness and quality to solve the fundamental problem. Prerequisite for thedevelopment of higher education scale, but at the expense of quality to the scale ofdevelopment is not desirable, and the quality of higher education there can be nodevelopment. Therefore, in order to avoid the way of Western popularization ofHigher Education at the expense of the quality to the development of equitable,China’s higher education must be fair and quality of coordinated development.In this paper, the policy provisions of China’s major education policy on equityand quality of higher education are summarized and analyzed since the reopening ofthe college entrance examination.
