China’s economy is turning from elements-driven to innovation-drive, the government encourages people to do business creatively and drive innovation. General Secretary of CCP, Mr. Xi Jinping proposed choose talents over the world. The central government launched “the Thousand Talents Plan” to recruit overseas talents, and local governments, especially in Jiangsu and other developed regions, even at the level of county, have issued their own high-tech entrepreneurs recruitment plans, even more ambitious than central government. The objective of these plans and talents is not just to solve the employment problem, but also to get high and core technology, cultivate new growth pole of economy. Due to the Organization Department of CPC is in charge of the Talents issue, the local governments are always take high-tech talents recruitment as political achievements, with economic considerations to some extent. The government has not yet issued method of performance evaluation on high-tech entrepreneurs’ policy. This paper will establish the performance assessment model of high-tech entrepreneurs policy of local governments, to ensure the fiscal funds be used effectively, and to help the continuous improvement of high-tech entrepreneurs recruitment policy.
