With the rapid development of science and technology and international competition, the countries have recognized the talent is the decisive factor in the region and the country’s economic growth and social development, and introducing overseas high-level talents, can gather a wide range high-end talent of different areas in a short time, can master the ability of the world’s most advanced research and innovation projects, and is urgent needs to accelerate industrial upgrading and improve the international competitiveness. Similarly, the regional community has gradually embarked on the road of economic growth, industrial upgrading and technological innovation, which determines the local government needs to mobilize the overseas talents to return to work take the fullest advantage of the excellent students, form the special services and service system, optimize a good environment for the high-level overseas talents to work and serve the country.Through years of efforts, the project of introducing the high-level overseas talents to local government has attracted a large number of overseas talents who is much-needed in economic and social development of local government. They have made a great contribution to enhance the technological level of local government, improve production management level, break the innovation capability, adjust the economic structure and develop the regional socio-economic, thus further promote the human resource and internationalization strategy. With Hangzhou as an example, the Central Government "1000 Plan" and Zhejiang Province, "1000 Plan" lead to Hangzhou began implementing the "521 Plan" in 2012, Hangzhou First Zone began implementing the "1211 Plan" in 2013, Hangzhou Hi-tech Zone began implementing the "5050 plan" in 2010, and establish many Overseas Students Pioneer Parks in Hangzhou High-tech Zones, Hangzhou First Zone, Hangzhou Xiaoshan Zone and Hangzhou Gongshu Zone.For local governments, to introduce overseas high-level talent is the focus of local government personnel policies. There are some problems are more or less in the formulation and implementation of the "local government policies. This paper through the empirical comparative analysis of overseas talent introduction policy by domestic and foreign government and SPSS survey data analysis, made the following recommendations for improvement:1) scientific planning a system of needs:clear a demand structure of the introduction of talent and resolve difficulties in finance bottlenecks; 2) improve the institutional system:establish a sound and flexible system of visa residence and achieve the advantage mechanism of institutional innovation; 3) positively develop a cooperation system:coordinate all levels of government participated and work closely with the local overseas Chinese affairs; 4) establish a sound service system:establish the local public service platform, build a sound market service system, and the ultimate goal is to build a service-oriented government.
