With the further deepening of globalization and the rapid development of the knowledge economy, talents as one of the most important resources of a local economic and social development have been more and more attention by local governments. Among the whole talents group, the high-level talents who have higher level of knowledge, stronger innovation ability, more society contribution and broader influence scope, are playing a leader role, and the role has becoming more and more prominent. Competition for top talents at home and abroad has increasingly become standards of inter-city competition. Followed by a series of policies for high-level talents involved in the introduction, cultivation, use, etc., which are formulated by the local governments. From central to local governments, they are all trying the best to attract high-level talents. In this context, could the high-level talents policies obtain the desired benefits? How to evaluate the performance of high-level talents work in order to avoid inefficient? It seems to have become an important issue which needs to be solved by local government.This paper takes Suzhou for example. Firstly, comprehensively comb the high-level talents policies of Suzhou. Secondly, evaluate the policies efficiency from the perspective of macro and micro. On this basis, summarize the problems of Suzhou high-level talents policies, analysis causes of the problems deeply. And finally, propose targeted suggestions to improve the high-level talents policies efficiency of local government. Although this study takes Suzhou for example, however the issues of local government high-level talents policies have certain universality, this study can be a reference to the other places.
