ObjectiveThe intervention effect was discussed of food safety policy promulgated by administrative department for education about quantitative grade evaluation of school cafeterias of henan province with quantitative grade management on school food safety at the core, in order to provide a scientific basis for policy formulation of improving infrastructure and food safety situation of school cafeterias in the future. MethodsThe boarding schools were chosen as the research objects. The implementation effects of management policy about quantitative grade management on school food safety of school cafeterias were evaluated by the way of analyzing the situation of infrastructure and food safety management of the school cafeterias before and after the policy intervention,and the school cafeterias located in the area of different economic level, and the school cafeterias that were or not participated in the evaluation of quantitative grade management. ResultsThe ratio of function district and flow layout perfected in school cafeterias in 2015(56.4%, 43.6%) was more than that in 2008(34.5%, 22.0%). The "three defenses" facilities in handling room increased to 49.5% from 19.8% between 2008 and 2015(P<0.05). The refrigerater of food in school cafeterias was increased to 87.3% from 70.0% between 2008 and 2015(P<0.05). The ratio of demanding certificates was increased to 65.1% from 36.7% between 2008 and 2015(P<0.05), when food materials was purchased. The ratio of school cafeterias contracted management of the individual was decreased to 18.6% from 60.8% between 2008 and 2015(P<0.05).The ratio of function district and flow layout perfected in school cafeterias was fluctuate range of 53~60% in the district of different economic level in 2015(P>0.05).The difference of ratio in dado, drain channel, the "three defenses" facilities in handling room, and cold storage facilities, food warehouse and etc were no significant in different economic level(P>0.05). The ratio of cleaning meat and vegetable in difference basin was more than 80% in all area of different economic level(P>0.05).The ratio of school Cafeterias builded after the year of 2010 were 49.0% in the schools that were participated in the evaluation of quantitative grade management and 51.9% in the schools that were not participated in the evaluation of quantitative grade management, but in the all 18 indicators about infrastructure and food safety management of school Cafeterias, the schools participated in the evaluation was better than the schools being not participated in the evaluation,and the difference was statistically significant( P<0.05). The ratio of school cafeterias contracted management of the individual was 25.2% in the schools not participated in the evaluation. ConclusionsThe level of basic condition and food safety management of school cafeterias was significantly improved in 2015 compared with that in 2008. The level of basic condition and food safety management was significantly improved in the schools that were participated in the evaluation of quantitative grade management compared with the schools that were not participated in the evaluation of quantitative grade management between 2010 and 2015.The levels of indicators about food safety management of school cafeterias tend to be similar in the schools located in all three area of different economic level in 2015. The impact of food safety management policy to school cafeterias was more obvious to the schools located in the area of economic undeveloped than that of other areas.The pertinent and operable management standard and demand about school food safety of school cafeterias promulgated by administrative department for education could make the management indicators about food safety management of school cafeterias more clear and specific, and effective.
