| Under the new situation of China’s economic transformation and industrial upgrading, higher vocational education has ushered in the opportunity of rapid development. In today’s talent market, the demand for high quality technical skills talents is very large, which promotes the development of Higher Vocational Education school in the quality and quantity. At the same time, the national policy level also attaches great importance to the development of vocational education, the introduction of the decision to accelerate the development of modern vocational education "and "the modern vocational education system construction plan" (2014-2020), and other policy documents, pointed that it is necessary to put accelerating the development of modern vocational education in a more prominent strategic position. Under the combined action of many factors, the higher vocational education has emerged a fruitful theoretical achievements and outstanding practical achievements, full of vitality and vigorous development. However, in the process of rapid development, there are still some problems in higher vocational education that need to be solved and perfected, such as imperfect legal protection, more scientific and feasible in policy formulation and improvement, not complete enrollment policy, not enough convergence of vocational education and general higher education stage. In this paper, the author uses public goods theory as theoretical guidance, through summarizing development status of higher vocational education policy in China, analyzes the existing problems of higher vocational education policies, draw lessons from the advanced experience of foreign developed countries and the enlightenment to China’s higher vocational education policies, explore the improvement of Higher Vocational Education policies in China and the countermeasures.In addition to the introduction, this paper mainly consists of five parts.The first part explains the definition of higher vocational education policy concept, and explains the theoretical basis and practical significance of improving higher vocational education policy.The second part summarizes the main content and policy characteristics of the current policy of Higher Vocational Education in China.The third part analyzes the existing problems of Higher Vocational Education in China from six aspects, including the lack of adequate legal protection, non-perfect enrollment policy, not enough vocational education and general higher education stage convergence policy, lack of effective policy support in school and enterprise cooperation, the ignorance of social service function.The fourth part presents the main contents of the higher vocational education policies in Germany, the United States and the United Kingdom, summarizes the advanced experience of these countries, analyzes the Enlightenment of these experiences to improve our country’s higher vocational education policies.The fifth part puts forward the suggestions to optimize and improve the higher vocational education policy in China, including strengthening the legal guarantee of higher vocational education, improving the higher vocational education enrollment policy, expanding the development space of higher vocational students, strengthening the policy support of school and enterprise cooperation, and containing migrant-worker-vocational training. |
