Research On Talents Environment Construction Of Guang Zhou Nansha New District

With world multi-polarization, economic globalization and technological revolution and further development of industrial revolution in modern times, human resources have become the first resource to promote the development of economy and the all-round development of society. It is the the urgent need and inevitable choice to strengthen reserve and development of talents in every countries and regions to win initiative in the international and domestic competition. In stronger talents attraction areas, it can not only keep the region’s training of talents, also can attract other regional entrepreneurial talents to innovation, it improves greatly in the quality and quantity of local human resources. From the views of demand theory and the theory of talent environment, the talent attraction of a place, mainly depends whether the region’s talent environment is suitable for entrepreneurship, whether it can realize one’s pursue, whether it can improve talents’ happiness index. Therefore, attaching great importance to the construction of the talent environment and improving the quality of the talent environment, it needs to give priority to focus on the key problem, achieving "builds the nest, bring good chicken",in every countries and regions.Gguang Zhou Nansha district is the national new district, also is the first talent cooperation demonstration zone of Hong Kong and Macao(the national talent reform experimental zone). As an important carrier for strengthen the cooperation of Guangdong,Hong Kong and Macao, on the talent development of Nansha district,Nation has put forward clear requirements to explore a new road of all-round talent cooperation development of with Hengqin and Qianhai and to "deepen cooperation of Guangdong,Hong Kong and Macao and build the common homeland of the Chinese nation". At present, Nansha new district’s development and construction are in the initial stage and the talent base is relatively weak.In this situation,it is the key of the government talents’ work to make scientific plan ahead of time, fully integrate resources, strengthen and perfect the talent environment construction. So it is the major problem need to be solved in this paper to put forward corresponding countermeasures based on the existing problems after clearing talent environment of Nansha district,contenting of the present situation of talent environment and having the scientific evaluation of talent environment.This paper has built up a new talent environment factor evaluation system on the basis of the theory of talent environment and demand theory and combining with the practical situation of Guang Zhou Nansha district on talents’ work. Analyzing the elements of talent environment through data analysis and questionnaire survey research methods,sums up the main problems of Nansha district talent environment and the reasons. Combining the function orientation of Nansha district, the article tentatively puts forward the Nansha district talent environment construction path that the government should continue to push forward the talent hardware construction, enhance the construction of living environment and the building of industry platform; continuously strengthen the talent soft environment construction and build a better business environment, legal environment, policy environment and cultural environment. Aimed to build a comprehensive development environment in line with international talents’ standards, to attract international first-class talent with an international first-class environment, promoting all-round construction of "Guangdong,HK &Macao talent demonstration zone".The study of the Nansha district government talent environment construction especially has the effect of "Guangdong,HK &Macao talent demonstration zone", but also has a certain reference value to the other areas of the construction of talent environment.
