Talents are an important indicator for measuring a country's overall national strength.It is a strategic resource for realizing national rejuvenation and winning international competition.It is the foundation and important support for promoting social and economic development,and is a key factor in ensuring sustained economic growth in the region.With the transformation of new kinetic energy of economic development,the labor factor is becoming more and more important,and the acceleration of population aging has made the population more and more scarce.The adjustment of regional competition policy has made high-quality talents more and more valued,and the situation of talent competition has become increasingly hot.The “talent battle for content” broke out and escalated between regions,and a competitive talent development environment has become an important factor in effectively attracting and retaining talent.As an important breakthrough and new development engine for the country to promote the "Western Development of the New Decade",Chongqing S District is an important supporting force for Chongqing to cultivate its core competitiveness.In recent years,S District has focused on the development needs of core industries and implemented the strategy of “strong talent district”.It has carried out a series of active explorations to build a priority development environment for talents in the west,build a highland for talents gathering in the west,and bring into play the talents.However,the role of the talent service platform,the cultivation of key talents,the promotion of talents and the effectiveness of flexible talents are not good.Optimizing the talent development environment in the S District is crucial to the economic development of the S District.This paper conducts research on the development environment of talents in S district of Chongqing,and uses data analysis method,questionnaire survey method,statistical analysis method and other methods to analyze and evaluate the development environment of talents in S area in two parts: one is to build provincial and municipal level.And regional-level talent development environmental assessment index system,objectively evaluate the status quo of Chongqing's talent development environment,horizontal comparative analysis of Chongqing and other cities,Chongqing's recent changes in change,S District talent development environment status,S District and other regions horizontal comparison The second is to conduct an interview with the talent management department,talent representatives and enterprise representatives of the S district government through a questionnaire survey of the S district talents,and to understand the evaluation,needs and suggestions of the S district talents for the development environment of the S district from a subjective perspective.Combining subjective and objective analysis,summarizing and summarizing the advantages and challenges of the current S district talent development environment,the advantages are mainly the economic environment development,the overall business environment is better,and the innovation and entrepreneurial environment is developing faster.The challenge is mainly Chongqing.The talent development environment has no advantages,and the talents have a medium satisfaction level with the overall talent development environment in the S area,and the talent policy is known and the coverage group is insufficient.In this regard,on the basis of combing the research on talent development at home and abroad and the talent work experience in other regions,this paper proposes to optimize the development of talents in S District from the sound talent policy system,the promotion of talent platform construction,the improvement of talent service quality and the strengthening of talent guarantee work.Environmental reference countermeasures,in order to provide reference for the optimization of talent development environment in Chongqing,S district and even other regions.
