Systematic Study Of Talent Accumulation Environment In Shan Xi Province

The talent is the most important and active factor of production which is the key to the competition of national strength. Talent Accumulation Environment is the natural and social environmental synthesis during the process of talents attracting, growth and exploiting. Cultivating a good Talent Accumulation Environment can make sufficient reserve to regional economic development.In december2010, Shan xi Province was approved by the State Council for the comprehensive reform pilot area of resource-based economy, the ninth comprehensive reform pilot area, which is also the first province domain of comprehensive, systematic and national level comprehensive reform pilot area of our country. This approve a more urgent demand for talent, so attracting more people to contribute to the successful transformation of the resource-based economy in Shan xi Province, creating talent gathered environment become a top priority.The Talent Accumulation Environments are the external conditions of the talent for survival and development, with the particularity of strong clustering, integratation, dynamic and diversity.The talent research of scholars from home and abroad have focused on the following five points:the "echo effect" and "symbiotic effect" among Talent Gathered Environment industrial Agglomeration and Urbanization; The "magnetic effect" relationship between the Talent Gathered Environment and the Talent Aggregation Effect; Talent Gathered Environment Characteristics on the point of view of "Three Theories" in Systems Science perspective; talent gathered environmental division in different level; Preparation of talent gathered environmental index. But the study of the literature focused mostly on the theoretical research, which causes the problem of the scarcity of empirical research, empirical methods, and lack of data support for the suggestions raised by the authors.According to the combing of the literature, this paper define the concept of talent gathered environment and its characteristics based on the theory of the Flow of Talent, Talent Demand Theory, and Aggregate Economic Theory.The longitudinal environmental development history and horizontal domestic compare with the status of talent gathered status of the Shan xi Province is analyzed deeply. This paper put forward the vision of Talent Gathered Environment based on the research of scholars home and abroad, building the talent gathered environmental indicators system dividing the talent gathered environmental indicators system into six criteria:Economic Environment, Living Environment, Natural Environment, Educational Environment, Science and Technology Environment, Social Environment and Talent Market Environment including34index layer which are awarded weights by Analytic Hierarchy Process(AHP);The interaction between each standard layer definition are dissected and the discrete dynamic system prediction model of Talent Gathered Environment are built based on the complexity of the system theory by systematic indicators; Taking the1995-2010data of Shan xi Province for example, the Talent Gathered Environment Discrete System Prediction Model are solved using of improved GA-PSO algorithm and the natural development trend of Shan xi Talent Gathered Environment during the "12th Five-Year are predicted; Based on the Talent Gathered Environment Empirical Prediction Model of Shan xi Province, the"12th Five " talents gathered environmental development trend are optimized as the maximization objectives of it;Finally, by comparing the natural and optimize trend, the suggestions to improve the environment of Shan xi Talent Gathered Environment are put forwarded.This study enriched the theoretical connotation and the diversity of empirical research methods of Talent Gathered Environment. The talent gathered environmental indicators system and complex system model are built from the systematic point of view, and the improved GA-PSO algorithm and genetic algorithm multi-objective optimization method are introduced into the field of Talent Gathered Environment, changing the empirical methods defects in the field. The proposed suggestions are on the basis of empirical research, overcoming the blindness and randomness of the policy and practice the supporting significance to improve the Talent Gathered Environment of Shan xi.
