The tide of economic globalization is sweeping every corner of the Earth, and the ensuing fight for talents in full swing, countries and regions have been formed to human recourses at the core competitiveness of the consensus. Everywhere in the discussion on how to build and improve the environment for training talent, and attracting talent. What is the environment for talent? How to assess the environment for talent? This is the focus.In this paper, on the basis of comprehensive consideration of all factors affecting talent, a city talent environmental assessment system will be built. On the basis of this system, using principal component analysis and combining fuzzy math knowledge to conducted a comprehensive environmental evaluation of Beijing. Through the above research, it comes to the following conclusions:Firstly, Subsystem environment through talent and talent level of development of the environment, and part of the overall from the two areas has been revealed from the 1996 Beijing talent level in a comprehensive environment continues to improve, and sustainability of a good system.Secondly, the introduction of double-time principal component analysis model to a comprehensive environmental evaluation of talent, concluded that the method is feasible for environmental professionals to provide a comprehensive evaluation of new ideas.Thirdly, talent environment is a complex large-scale system, the need to consider the impact of unilateral factors, but also considered the overall problem.
