Into the twenty-first century, gradually expanding university enrollment, the University has been steadily rising penetration rate in China, which for Chinese education as well as the revival of the Chinese nation is an important cause. However, as the country gradually increase investment in higher education, colleges and universities in personnel training burden increasingly heavy. In addition to undertaking the task of teaching a lot of outside investment in university degree in science and social services is also increasing. As a result, university administration is facing a period of heaviest ever, difficult to manage also correspondingly increased. Because the administration of universities is to conduct university research, teaching and basic social services and protection work, so the quality of university administration work is directly related to the quality of survival and development of colleges and universities as well as personnel training. College Grassroots Administrative Staff grassroots first line for the majority of teachers and students living services plays a crucial role. However, there is currently a large number of colleges and universities basic administrative staff poor service attitude, efficiency is not high, work ability and other issues directly affecting research and teaching tasks. In view of this, for the present situation and characteristics of university administration, and the study of administrative staff capacity building and upgrading university basic strategy is very necessary. This can not only improve the public sector human resource management theory and the theory of the structure of university system administration, can also provide the basis for the work of university administration and security, provide guidelines and standards for university administrative staff to enhance the overall quality of the self, and ultimately improve the overall level of Chinese Universities and competitiveness.Firstly, the concept of grassroots capacity building of university administrative staff were defined, and combed the human capital theory, basic theory related capacity building systems theory, capability assessment theory and incentive theory; Then focus on investigation and analysis in administrative staff capacity building grassroots base current situation and problems of Guangzhou H University, proposed to enhance the administrative capacity of grassroots university staff recommendations: On a personal level, should improve their work style, establish the correct values; in universities, should continue to improve primary administrative staff metabolic mechanism, improve the ability to target assessment mechanism, build a good education and training system, distribution system reform and improve wages and benefits, and promote collaboration and online service and so on.
