To solve the migrants’ Children offsite college entrance policy implementation difficulties, to understand the real situation of implementation of the policy for off-site entrance examination policy improvements put forward some recommendations to promote educational equity, the paper will be issued based questionnaire, supplemented by interviews of Guiyang, Guizhou Province City, agriculture High School students, parents and teachers an empirical investigation. After the survey data analysis concluded :( a) students, parents, teachers are on the offsite college entrance policy for incomplete awareness.(B) lack of publicity offsite college entrance examination policy, lack of information.(C) implementation of the policy offsite college entrance examination results is not ideal. The reason to proceed from four levels: First, education irrational allocation of resources, lack of monitoring mechanisms and national legal protection offsite college entrance policy smooth implementation; secondly, departments policy advocacy is weak, the threshold is set unreasonable; Third, school workload, and functions with the school does not close; Fourth, parents or wife of policy for the initiative is not strong, weak ability to gather information. Therefore, the above problems in this paper targeted measures: First, the state not only strict supervisory mechanism and legal safeguards Children in remote college entrance examination successfully completed, but also on optimizing educational resources, reform of local allocation of places to strict exit check the quality of university graduates to accelerate the development of higher vocational and technical education in order to promote offsite college entrance policy as a breakthrough, the establishment of a unified national electronic school management system and school-based college entrance examination system. Second, the local government to increase its efforts to strengthen the migrant families to the actual situation research and rational development of the college entrance restrictions. Third, strengthen cooperation and communication with the government schools, improve school efficiency. Finally, to raise parents’ understanding of the policy initiatives important information awareness, parents or wife to help improve the ability to collect information.
