Based on the results of the sixth national census, it is known that there are220million city new-emerging migrants in China, and in which about11.67millionchildren in the city where their parents work and live are under compulsory education.With the influence of above, more complicated phenomena of education have come intobeing, such as lots of children have to be separated from their parents and go back totheir birthplaces to take the exam, which a majority of them have become “Left-behind”or “Test-Abandoned Gens”,only because they are without city household registration.Therefore, the national college entrance examination (NCEE) without city householdregistration is not only an educational issue, but a big problem concerning socialstability. It is be concerned by the government departments, research scholars and media,both widely and publicly.In this paper, we focus on the policy both on its process of formation, and try tocomprehend the different and mutual influence of multi-subject discourse on thegeneration of policy. In details, the research is aim to through the presence andexpression of different discourse subjects, characteristics and way of expression toresearch the generation and effects of policy.It is divided into six parts in the paper, research methods including referencedocumentation, discourse and case analysis. The structure is as follow. Section1ispreface including research question, significance, ideas and methods. Section2focuseson the track of its process. Namely, Brewing Bud (1995-2000), Exploration (2000-2010),the Operation preparation (2010-2012.8) and Implementation (2012.8-now); Section3embraces the interaction of the four subject discourses with interactive influence during the different stages; Section4discusses the discourse’s characteristics and way ofexpressions; Section5rethinks the consequence from the perspective of agenda setting,program defining and activities conducting; The last section is conclusion.With the influence of various discourse expressions and the contest of interestsfrom all sides, multi-subjects present a different way of expression and totally differentdiscourse characters. The four subjects are independent and mutual-reflected, whichpresents a complicated and inter-effected situation. Firstly, the demand of the publicembraces diversity and conflict which requires acceleration of policy making and moretransparency, which results in the sense of crisis of the making policy. Secondly, for theacademic, the coexistence of its hysteresis quality, independency criticalness anddependency is obvious, the symbol function also exists in the inter-effect of multi-agentdiscourse, but the academic makes a very important role in delivering and leading thewill of the people, strengthening the public voice and aspiration and planning strategy.Thirdly, for the media, its function is amplification which making the extreme of itsleading function and submissiveness to the policy and the one-sided pursuit of interests.The interaction between multi-agent discourse and media, in which the communicationare getting stronger, strengthens the inter-influence on the generation of policy. Fourthly,for the policy authority, after absorbing and consulting the reasonable interests ofdifferent subject, it has to find balance in authority, rigor, timeliness and temptation toplay a role on guiding, amending and promoting.What’s more, with the influence of policy agenda setting, Multi-agent DiscourseExpression promotes the construction of policy, but has to precaution thenon-representative opinions. For the policy influence, it could provide more options butshould prevent the possibility of unwise and blind decision. For implementation, it isuseful to construct the reception and feedback platform in order to adjust timely.Meanwhile, we can enhance the enforcement of policy in a certain extent.
