In recent years,with the gradual implementation and deepening of China's western development strategy,the number of human resources has been increasing year by year,the quality has been gradually improved and the structure has been steadily adjusted.However,the current situation of high-level talent shortage in the western minority areas is still obvious.The quality,quantity and structure of human resources are the key to promote the economic and social development of the western minority areas.Therefore,on the one hand,we should actively create a good atmosphere for the use,management and encouragement of talents,improve the employment mechanism of the western ethnic areas,as much as possible to attract and retain human resources,improve the number of human resources;the other hand,Vigorously develop national education,innovative talent training methods,and actively for the western ethnic areas to cultivate more urgent needs of the application of high-end talent,and actively enhance the quality of human resources.Improving the reserve of human resources and improving the quality of human resources is the fundamental to promote the economic and social development of ethnic areas.The education policy of ethnic minority high-level backbone talent plan is designed to implement the strategy of the development of the party and the western region of the country,to
