Chinese High-tech Talent Policy Research

Now, the competition of technology is the comprehensive national’s competition, the level of technological development reflects one country’s potential future development. Technological innovation and progress needs high-tech talents, so high-tech talents become the focus of international competition. After the reform and development of our country, we began to realize the importance of scientific and technological personnel, we try our best to train and introduce scientific and technological personnel, at the same time, we make a variety of the policy, include training,introducing and using. However, after 90 years, high-tech brain drain is more and more serious in our country, most of China’s own high-tech talent flows to developed countries. Content of this paper is our high-tech talent management policy, based on the use of comparative analysis, from the high-tech personnel training policy, the introduction and using policies compare the differences between China and developed countries in these three areas, summed up that China’s high scientific and technological personnel management policies of the current shortcomings. After the addition, the paper also uses the internal and external factors analysis, analyzing the internal and external factors that make shortcoming for our current policies. After, I elaborate the foreign high-tech talent’ management policies enlightenment to our country. Finally, this paper prospects our country’s high-tech personnel policies in the future. Personnel policies have guiding significance for human resources work, only the rational and scientific talent management policies can enhance the training of personnel autonomy and effective introduction of technology talent and retain qualified personnel, the content of this research hopes to make some helps for formulating high-tech talent policies, and make contribution for China’s technological progress.
