With the accelerated process of economic globalization and the in-depthdevelopment of knowledge economy, personnel competition is becomingincreasingly keen. In order to respond actively to the regional personnelcompetition, Chinese provinces and cities have made great efforts toinvigorate themselves by producing more outstanding personnel. For example,they have made new personnel policies according to the changes of situation,and have introduced many preferential policies in the introduction andtraining of personnel.Jinjiang City’s county-level economic vitality is obvious to see, for it hasgained its stunning speed and unique experience, advancing in developmentby leaps and bounds for the first time. At present, Jinjiang City is at animportant point of promoting industrial upgrading, speeding up urbanconstruction and enhancing social harmony. Confronting such severechallenges as increasingly fierce regional competition and increasinglyprominent restraints of resources and environment, Jinjiang needs moreoutstanding personnel in varied areas to excel in development for a secondtime. To attract professional personnel from home and abroad to start theirown businesses in Jinjiang or join local companies, Jinjiang has formulated astrategy of prioritizing personnel development. For example, in2011, Jinjiangissued three documents, including “Jinjiang City’s Mid-and-Long TermPersonnel Development Planning Outline (2011-2020)”,“Several Opinions onSpeeding Up the Introduction of Outstanding Personnel”, and “JudgingStandards of Outstanding Personnel in Jinjiang”. It has been two years sincethese new personnel policies were implemented, and the incentive effects areopen to discussion. Based on the above perspective, this article elaborates onthe effects of the personnel policies of Jinjiang.Based on the motivation theory, the article first defines such specialterms as personnel, personnel policy and Jinjiang’s outstanding personnel and the scope of these concepts. Then, it analyzes the incentive effects ofJinjiang’s personnel policies in introducing, training and retaining personnel.In the next part, it makes a relatively comprehensive analysis of Jinjiang’soutstanding personnel policies through a statistical analysis of the outstandingpersonnel database and some data collected from a questionnaire survey, andthrough a horizontal comparison between Jinjiang and two other Chinesecounty-level cities namely Jiangyin and Kunshan in their personnel policiesimplemented over the years. In conclusion, it sums up the main points andexisting problems concerning the content, the implementation, etc. ofJinjiang’s outstanding personnel policies, and correspondingly puts forwardsome solutions and suggestions.
