Xinjiang Production and Construction Corps agricultural construction Seventh Division(hereinafter referred to as the seventh divisions) belongs to the Corps. The implementation of a special system is composed of party, military enterprises,shouldering the main responsibilities of cultivating while maintaining stability in border areas. For a long time, agriculture is the main economic development of seven divisions, occupies an important strategic position. But agricultural science and technology personnel are uneven quality. Seven divisions total lacks of human resources and the overall quality is not high, especially lacking of high-level talent people. At the same time there is a contradictory phenomenon that shortage of human resources and waste coexistence. A serious loss of human resources and other issues.This severely restricts the seven divisions’ economic growth. With a special management system, seven divisions lack of government investment in public infrastructure and the development of social undertakings lags behind. The masses of workers’ living standards are not high. In 2010, the National Conference counterpart support work in Xinjiang, the central and inland provinces increase support for the Corps. Seven divisions brings new opportunities for undertaking industrial transfer,cooperation and participation in domestic and international competition. Facing a new situation and new demands, researching on the seven divisions’ agricultural science and technology personnel needs is essential for team building and economic development.This paper introduces the research background, purpose and significance, and related researches are reviewed. The first chapter introduces the related concepts and describes the basis theoretical of this paper. The second describes the status of seven divisions’ existing personnel and shortcomings. The third predicts the demand for talent according to research and this is a possible innovation in this article. The last makes recommendations and suggestions based on prediction.By causal analysis, qualitative analysis and quantitative analysis methods,research and empirical analysis, we make a few suggestions for seven divisions. I hope it will helpful for the seven divisions’ qualified personnel and play an active role in promoting scientific.
