At present,the economic development has stepped into a “new normal” in our country.It is being a stage in which the pattern of economic development is transforming and the industrial structure is adjusting and updating.The pressure of economy downward is still big.However,the booming of modern scientific technology such as big data and the internet of things brings new opportunity for our country to capture information highland and innovate development.Therefore,our government has been promoting and performing innovation-driven strategy.What's more,at the fifth plenary session which was closed successfully recently,our country determined clearly “innovation,harmony,green,opening,sharing” as the principle of economic development in the next five years,illustrating the concept and determination in innovating.Under this background,Tianjin is in the junction where five strategy blend such as the coordinated development of Beijing-Tianjin-Hebei,"One Belt And One Road",the construction of national independent innovation demonstration area,the construction of free trade area and the opening development of Binhai new area.It is critically necessary for both our country and Tianjin to establish a quantity group of professional and technical talent who bear advanced scientific knowledge and technology and are rich in the spirit of innovation.As a basic work,talent demand forecasting has important influence in every item during the construction of talent team.Based on the background and thought,this thesis takes professional and technical talents in public ownership enterprises and institutions in Tianjin as research object.Firstly,this thesis defines the concept and scope of professional and technical talent,and analysis the literatures about talent requirement forecasting at home and abroad.Secondly,on the basis of historical statistics from Tianjin statistical yearbook and Tianjin science and technology statistical yearbook,this research summarizes and evaluates the status quo of professional and technical talents in public ownership enterprises and institutions in Tianjin.Then the thesis predicts the gross talents demand in the next 15 years by GM(1,1)and regression prediction method.After being compared with the current stock of talent,it comes to the conclusion that the gap between demand and stock is big.Finally,in order to meet the demand in future,this thesis put forward some suggestions from the angle of plan,introduction,evaluation,motivation,management and service about professional and technical talents after absorbing experience from successful practice.These suggestions are strengthening the top design by performing talent plan,optimizing the policy environment on the basis of combing policy list,building the platform for the purpose to absorbing talents,innovating working mode taking talent service as the core and establishing the operating system supported by information technology.
