Waiting For The "Student Number":the Research Of The Deviation Of Floating Children Education Policy

Along with the household contract responsibility system, the pilot reform of eastern coastal cities, and the easing of the household registration system, a large number of rural surplus labor force went into the eastern coastal cities since the reform and opening up in 1978.From the behavior structure, the original individual behavior transformed into a flow of family. From the point of time, seasonal flow became the long-term settlement. As urban migrant population increases year after year, the problem of floating children education has gradually got the attention of society. In different historical period, the state introduced different polices for floating children education. From the initial entrance limitation to the policy of "Two", and then the latest electronic student policy, the writer hope to make interpretation to electronic student status policy target through the description of the process of electronic student status policy, so that the readers can understand clearly about the impact of electronic student status policy to the floating children and families.This research adopts case study in perform research method. To a certain extent, it sums up the present situation of the floating children and families under the current electronic student status policy, and it is the fragment in the process of floating children’s education. In data collection, I adopt the method of field research into school and family, and the method of participatory observation and in-depth interviews. Based on the present situation of the floating children and family, the purpose of the study is to reflect the nature of the problems of electronic student status policy in the process of execution.Research conclusion: Firstly, due to the interest game among the central government and education department, the outflow and inflow governments and subject and object of the education policy, electronic student status deviate from the original set of goals in the process of execution. Secondly, this kind of policy deviation made the floating children excluded from education system; the floating children are difficult to have the opportunity of upward mobility. It deepened the split of society and consolidated the social class.
