Research On The Deviation Of Student Loan Policy Implementation In Shanghai Universities

It is a public policy that optimizes higher education,promotes educational equity and social equity,and promotes the equalization of basic public services.With the development and perfection of the policy,China has gradually established a policy system of financial difficulties for student loans for higher education.In 2015,the Ministry of Education put forward the concept of "precise financial aid",and in 2017,the Leading Group of the Ministry of Education of the Communist Party of China included "financial aid for education" into the "Ten educational systems" of colleges and universities,which put forward updated and higher requirements for the implementation of the student loan policy for students from poor families.Especially since the 19 th National Congress of the Communist Party of China,perfect policy system of student loan has been established in the stage of posgraduate and junior college education,which can guarantee poor college students to complete their studies smoothly and realize the goal of "not letting a poor college student miss school".In short term,the current situation of unbalanced regional economic development and income gap between urban and rural areas is difficult to change.Therefore,there are lots of poor college students.In order to solve the problem of poor students’ schooling,the state has implemented the student loan policy,increased financial input,and improved the student loan policy system so that they can successfully complete their studies.Shanghai is China’s first-tier cities,belongs to the economically developed areas,the local economic development level is relatively high,on the one hand,some students from poor areas,in Shanghai to study in the university can not afford the high cost;On the one hand,compared with other cities and regions,the daily consumption of college students studying in Shanghai is higher and there are more relatively poor college students.Solving the problem of implementing the loan policy for student loans in Shanghai will help realize the expected effect of our policy.Shanghai university student loans strictly implement the "national student loan policy" and "the general office of the Ministry of Education on further strengthening and standardizing the family economic difficulties students that work notice policy,such as emphasis on precision of GSSL in universities support economic difficulties of college students,guarantee of family economic difficulties students in Shanghai universities accept and complete the higher education,The limited student loan resources can play a maximum role to promote the growth of college students from poor families.However,in the implementation process of Shanghai university student loan policy,there are generally identified deviation,method deviation,strength deviation and effect deviation,which need to be further improved and perfected.This is an important practical problem that needs to be solved effect,which need to be further improved and perfected.This is an urgent practical problem which needs to be solved.The research of this paper clearly defines the core concepts of students from poor families,student loan policy,policy implementation deviation,public policy and so on,and takes educational equity,policy implementation and other theories as the basis of this research.12 colleges and universities in Shanghai were randomly selected,400 students and 100 students who graduated less than 2 years were randomly selected to carry out the questionnaire survey.The interviews were conducted among 10 college students,10 students who graduated less than two years ago,and 5 employees of colleges and banks who dealt with student loans.The purpose of the questionnaire survey and interview is to analyze the identification deviation,strength deviation,effect deviation and other problems in the implementation of the student loan policy,and analyze the reasons for the policy implementation deviation from the three aspects of the government’s performance is not in place,the main responsibility is not clear,and the implementation supervision is insufficient.In view of the reasons for the deviation in the implementation of student loan policy,this paper puts forward policy suggestions for correcting the deviation in the implementation of student loan policy in Shanghai universities from three aspects: perfecting the identification standard,perfecting the management system and implementing student loan education.It will help Shanghai colleges and universities to make the implementation of student loan policies more standardized,reasonable and fair,and ensure the real utility of student loans.
