In the process of urbanization,the education problem of migrant children is one of the most important and intractable problems.As a city with floating population,Suzhou is in the face of huge Number of migrant children and the situation that the educational problems to be solved urgently.According to the national spirit of policy,Suzhou formulated admission policy towards migrant children:recruit migrant children trailing "conditional" into the public schools actively through the "three stability" policy and "integration policy";introduce policies to regulate peasant labor dependent's school and provide financial support.Education policy is the process of allocation of education rights.However,who are the stakeholders?What are the interest demands of the stakeholders?What kind of game does each stakeholder have to pursue the maximization of their own interests?Based on these problems,this paper conduct the studies.In the first chapter,the author sorted out the existing relevant literatures and described the research ideas and research process of this paper.In the second chapter,the author sorted out the relevant texts of the children's admission policy in Suzhou city to grasp its policy contents.In the third chapter,based on the stakeholder theory and research,the author identified stakeholders involved in the admission policy and figured out the interests of stakeholders and the choice of expression of interest..In the fourth chapter,based on the investigation,the author analyze the game of stakeholders with the help of game theory,and construct a game mechanism.In the fifth chapter,according to research,the author made summarizes,and put forward that the root cause of the interest game is a conflict of "interest,education equity can only be limited to implementation,interest coordination trailing their children to school is the main way to solve problemThe innovation and deficiencies of the paper:the innovation embodies in two aspects.First of all,the sample is representative.As the second largest city with the floating population in our country,Suzhou is typical and exemplary.Secondly,the perspective is unique.The research is based on the interests of stakeholders and the game of interest.There are also many shortcomings in this study:due to policy sensitivity,the interviewees are limited and the finiteness of interviewees lead to one-sidedness of the data.All of these factors may affect the true extent of the problem.In addition,the research framework of this paper still needs to be further improved,and the feasibility of the policy implementation proposal needs further discussion.
