With the implementation of the concept of quality-oriented education, music education has entered into a new stage. But there still have many problems on music education in primary school. For example, there are little attention on music education in primary schools. The infrastructure of music education is still a problem. Music teachers’comprehensive quality is not been to strengthen high, and the classroom teaching of music education is also not enough. To deal with those problems, the ministry of education has put forward many countermeasures such as paying high attention to the music education and carrying out many teaching activities. With the continuous development of economy and society, and the constant depth of new curriculum reform, music education has entered into a new stage. On the one hand, quality-oriented education makes higher requests on primary schools’ music education. On the other hand, the development of music education has improved a lot after the implementation of "the Music Curriculum Standard (draft)". And it has also improved the development of music education. However, under the background of rapid development of society, we need to focus on many questions such as the circumstance of music education management in primary school, the problems in music education management and the development methods of music education in the future.By using the related theories of music education management, taking the situation of 12 primary schools’ music education management as examples, using documentary, questionnaire method, conversation method and observational method as the research methods, this paper has researched the condition of music education management in primary school. By analyzing the conditions, this paper discovered the problems which exist in primary school on music education management, discussed the factors which influence the music education management in primary school. By analyzing the factors, this paper has put forward some suggestions on improving music education management.Through the research, this paper gave this conclusions:1. The overall level of music education management in primary school are not high.2. There are still many questions in teachers’ proficiency management, teachers’ cultivation, the teaching equipment, the class equipment and teacher evaluation.3. The sound music education management in primary school are benefit to improve the quality of music education management and students’ quality.According to the research, this paper also gave some suggestions:1. Focusing on the principles of combining the teachers’ training and regulated management.2. Improving the management of music teachers’proficiency management.3. Improving the development of curriculum and the local curriculum.4. Managing the teaching equipment and setting the education management network.5. Establishing the evaluation management mechanism.
