As the economy and income gap of the urban-rural is gradually widening, causingmore surplus rural labor force to cities, resulting in doubling the number of the left-behindchildren and unevenly distributing in China. With the increase in the number of theleft-behind children, its education current situation is grim, such as insufficient investmentin basic education, lag-behind teaching facilities, low education quality, and the lack ofeducation resources. And the situation even induces the existence of many security risks,such as traffic hazards on the way of going to school, fire hazards in lack of monitoring,sexual abuse of girls, children trafficking, drowning accidents and other accidents. Most ofthe victims are often left-behind children in primary and secondary schools in rural.With the occurrence of these problems, it is of top priority to analyze the educationissue of left-behind children in China from the perspective of public crisis management.The paper mainly studies education crisis of left-behind children in our country and theirmanagement measures in the case of left-behind children of Qichun county. By clarifyingthe concepts of left-behind children and education crisis management, combing andcommentary relevant literature on educational research from both at home and abroad, wecombined with the situation and problems of left-behind children’ education in Qichuncounty. The paper has also carried on the deep discussion about the experience of the NoChild Left behind Act of2001(NCLB) in American and lessons learned from two cases ofthe left-behind children education crisis of Qichun county. In two cases of the Qichuncounty, we found that left-behind children lack of sex enlightenment education and riskawareness, which are the weakness in left-behind children education crisis management.In the aspect of the experience of NCLB, the reason of the success is to encourage andhelp vulnerable groups and to pay attention to education crisis of primary and secondaryschools from all walks of life. Finally, the paper proposes measures to solve the educationissue of left-behind children from four aspects.
