As we all know,preschool education is the foundation of education,and preschool education policy is the "baton" of preschool education reform and development.Therefore,scientific and systematic analysis of preschool education policy is very important.As early as 2010,the State Council proposed to adhere to the public welfare and inclusiveness of education to ensure that citizens have equal access to education.Obviously,having a high-quality,public welfare and universal benefit pre-school education public service system has become an important direction and development goal of the development of pre-school education in China.Therefore,under the guidance of national policies,the provinces(cities,districts)should revise development goals and formulate specific implementation plans according to local conditions,and play a leading role in the education governance of county-level governments.Based on this,based on the analysis and analysis of a large number of domestic and foreign public welfare inclusive preschool education policy research literature,this paper selects the “public welfare inclusive preschool education policy in the Y-district” as the research object and analyzes it.It mainly adopts the stage model analysis policy,and analyzes the policy formulation,policy implementation,policy supervision and evaluation,focusing on the formulation of the public welfare inclusive policies of the district and county governments,the quantitative analysis of the executive texts in the policy implementation,and Policy evaluation and monitoring are discussed,and relevant recommendations for the implementation of the public welfare inclusive preschool education policy in the Y-District are provided,which provides reference and reference for the development of preschool education in districts and counties.The paper is divided into five parts: The first part is the introduction.The second part is to analyze the formulation of the pre-school education policy for public welfare and general benefit in the Y-district.Through the use of educational policy discourse theory,the concept of the pre-school education policy formulation of the public interest in the Y-district and the analysis of policy formulation are also studied.At the same time,the issues in the policy formulation of the Y-district,the agenda steps,the formation of policy plans,and the personal views of policy disclosure are discussed.The above process is analyzed.The third part is to analyze the implementation status of the public welfare inclusive preschool education policy in the Y-District of Kunming.This paper analyzes the connotation,execution status,execution bias performance and execution bias of the implementation of the public welfare inclusive preschool education policy in the Y-area.The fourth part is to analyze the supervision and evaluation of the public welfare inclusive preschool education policy in the Y-District of Kunming.Finally,the corresponding suggestions for improvement of the public welfare inclusive preschool education policy in the Y-District of Kunming City were put forward.This study believes that the pre-school education policy in the region must first strengthen the “three-sex” construction of the public welfare inclusive pre-school education policy in the Y-area,and the second is to improve the effectiveness of the implementation of the public welfare inclusive pre-school education policy in the Yarea.The third is to establish and improve the evaluation system for the pre-school education policy of public welfare and inclusiveness in the Y-area and so on.
