Evaluation of professional titles is not only an important way to assess thehuman resources, but also a part of personnel management in the aspect of humanresources development, talents’ selection, training, mobility, use and so on, whichshow the important functions and influence. The existence and development of theevaluation in professional titles must meet the economic and social development, intune with the education and the innovation of science and technology to keep pacewith the time and tide and become the great promotion power in personnel training.Evaluation of professional titles whose inner value is the ratification of talentknowledge and technology is the main means for human resources evaluation, and isan important content designed for the talent management system. Even though thereare many years in the professional appraisal system, its existence and developmenthas shown the inner shortcomings, especially with the continuous reform ofgovernment-affiliated institutions. Therefore, the voice and demands coming from thereform become stronger. Elementary school education is an important part of basiceducation, where the teachers are the fundamental guarantee for the education quality.Professional title appraisal system, as the basis of elementary school teachers’professional development, and improvement of comprehensive education quality,is the key factor that can stimulate the enthusiasm of the elementary school teachers,whose structure should be scientific, standardized. However, the current existingtitle appraisal system is not scientific, and the content is not reasonable, which hasbecome the most important obstacle of professional titles. Based on this, this articleanalyzed the related concepts, and carried out the further study of historical processand the advanced experience in the elementary school teacher title appraisal systemboth at home and abroad. Finally, this paper summarizes the current problems ofelementary school teacher title appraisal system, taking Jinan Huaiyin Districtprimary school teachers’ title system implementation as the research sample,, andputs forward the countermeasures accordingly.
