Professional titles system for university teachers plays the most important part in university personnel system. It has great significance of building teachers team and developing education career. The education of professional titles has a great effect on arousing teachers'creativity, developing the quality of teachers team and enhancing technique and productive forces. But the prevent system has some problems and it can't bring most teachers'positive factor into play. Even though some boastful learning atmosphere and corrupt style of work has arisen. In terms of realizing harmonious society it has great realistic and theory significance of studying the system of professional title and its developing trend in university and forming active personnel system and competitive system.With the research methods of literature, history, comparison and so on, this article analyzes the historic evolution of university teachers professional titles system, compares these systems in America , British etc, summarizes their features, and give some assistance to research and practice in China. On the above basis,it also analyzes the disadvantage of professional titles system and present further reform design.The article discusses from four aspects. The first part elaborates the theory basis of professional titles system for university teachers in China and introduces some western encouraging theory and basic theory of socialism wage system. The second part discusses the history of university professional titles system, including system exploration in ancient times, establishment in modern times, system development at present and system construction after the people's republic of China has been set up. The main body of this article is part three and part four. The third part shows the system disadvantage, including five aspects such as the confusion of profession titles management system, different criterion, fake materials, process out of control, assessment in the form not content .The fourth part elaborates the design of perfect professional titles system, including state law and policy, evaluation methods and technique ,evaluation process, reform of professional titles system etc. some creative thinking has been presented in the design of perfect professional titles system for university teachers such as renewing academic rank system, presenting professional and technical positions law, establishing the professional titles of senior lecturer, dynamic evaluation of each professional title with three ranks, examination instead of evaluation for primary and intermediate job qualification, establishing national internet profiles for university teachers.
