The evaluation system of professional titles is central to the personnel management system at higher learning institutions,it directly related to the faculty building situation of higher learning institutions.Whether the title assessment of teachers in university is stable is a vital premise to maintain a steady,healthy and sustainable development of our country's higher education enterprise.It has vigorous effect on arousing the enthusiasm of teachers' work and creativity.Thus,in the new situation,from institution vicissitude theory and fair theory perspective,conduct a systematic study on the development process of the title assessment of teachers in university,and search these systems' change characteristics will be very meaningful to perfect the education system of professional titles in theory and reality.This paper utilized several kinds of research methods,such as literature methodology,history research method,case study and so on.First of all,the paper explains the background of the education system of professional titles,makes a concrete distinction between some related concepts.Then,the third chapter analyses the historical development of the education system of professional titles,study the evolution of these systems.And discusses the evolution of selection criteria,review organizations,review procedure and method about the education system of professional titles which from A university in Jiangxi province.It is aimed at analysis the four areas in this system was how developed and changed between different times.This paper from seven degrees analyze the title assessment of teachers 'selection criteria,such as : evaluation standard,the scope of application,general conditions;educational background and qualifications;foreign language level;professional technical capability;paper or treatise publishing;anomalous qualification and excellent teaching-teachers.It centralized analysis the variation trend about review organization,include how to organize the judging panel,staff composition and the valuation principle.In terms of the review procedure,the paper presents the evolution that the teachers how to declare the title and the review organization how to organize this work.In addition,it states the development of the methods.Finally,after a documentation of the education system of professional titles which from A university in Jiangxi province,the fifth chapter states characteristics of it: in term of value orientation,the system from social standard to insist basing on thesocial needs in combination with make the people center;as for the selection criteria,the system from simplification,leniency to complexity,and strictness;concerning the review power,the system from the government-dominated to the combination of government and school;with the reference to the review method,the system from subjectivity,singleness to objective and diversification;in the field of the review procedure,the system from closed,unordered to openness and efficient.Through interviews and investigate,the evaluation system of professional titles is analyzed from various angles,we can make a conclude that the system still existing some problems to improve.First,it is the value proposition which the dream and the reality are not always equal and there is usually the distance;Secondly,it is the game that between the quality and quantity,the whole and the individual;Thirdly,it is the difference that the title assessment of teachers in university is the administrative body or the academic mainstream and the review procedure exist some realistic contradictions:the contradictions between specification and tedious.For these problems,the paper proposes some perfecting suggestion.Thus,we can acquire some inspirations for the reform which related to the title assessment of teachers in university: the first is the system should deal with the four pairs of relations;Second,it should be dynamic,flexibility and multi-dimensional.
