Separate Two Child Policy Adjustment Of Hunan Province Are Faced With The Problem And Countermeasure Research

The family planning policy as a basic state policy, has had a profound influence on China’s economic and social development. Any change and adjustment of the family planning policy, can involve each aspects of the society and people’s livelihood. Therefore, any adjustment to the family planning policy must be careful. We must give full consideration to the current situation, the population development trend, people’s desire of the fertility, social expectation as well as the social problems left since the family planning policy was implemented and analyze completely and deeply on the possible social problems after adjustment to find the best point and the optimal approach of policy adjustment. And like most of China’s public policy, the policy of family planning is the basic national policy which is under the central macro policy guidance and all based on the actual development of the specific implementation. The current family planning administrative local regulations has obvious regional characteristics. Each provincial administrative areas has some autonomy in the policy adjustment time, range and specific fertility policy which doesn’t break through the framework of central macroeconomic policy.China has a vast territory and local conditions differ in thousands of ways and the specific tasks around the family planning and problems are not the same, so the adjustment scheme of each provincial administrative areas and the problems they are faced since the policies were adjusted should be researched in advance and do a good job in anticipation. We should try to avoid the negative effects caused by policy adjustment.In November 15,2013, the Communist Party of China to the Third Plenary Session of the eighteen decision:"the implementation of one party is the only child of the couple can have a two child policy". In March 26,2014, Hunan province people’s Congress examined through "on the adjustment and perfection of fertility policy resolution", Hunan Province, "the implementation of one party is the only child of the couple can have a two child policy".This article through to the Hunan Province, "the implementation of a party is to analyze the necessity of only child couples to have a two child policy", summarizes the process and social influence of Hunan province family planning policy; Study on the implementation of "one party is the only child couples can be the birth of the two child policy" will be going to facing the problems, propose solutions to the problem. These problems include:1 the short term birth the large increase of population; 2 minority family planning rights are not protected; 3 family planning work more difficult; 4 of population distribution, age and sex structure change influence; 5 family planning workers employment; 6 family planning policy and legal perfection. The reasons for these problems include: "the childbearing desire of the people still want more the birth of a child; family planning work backward way; Hunan province economy is not developed; the lack of necessary laws and policies are not perfect population planning". Including the method to solve the problem:the implementation of "plan a party is the only child of the couple can have a two child policy", gradually reduce people’s fertility desire; to carry out the reform of the family planning work; establishing development planning system of population; vigorously develop the economy; improving the policy and regulations.
