Research On The Basis,Significance And Risk Prevention Of The Implementation Of China's "All-around Two-child" Policy

Under the background of the social development of the new era,the number of population and the quality of the population have the same important influence on the social development.At the beginning of the founding of the people's Republic of China,the number of China's population has fallen sharply.In order to meet the needs of social production and the national policy of opening birth,the population of our country has increased continuously.Since the increase of population has brought great pressure to the development of social economy,China has implemented the family planning policy since the beginning of reform and opening up,and the number of population has been effectively controlled.By twenty-first Century,the birth rate of our country was not balanced compared with the world average.At the same time,with the growing aging of the population,the number of China's labor force has been gradually reduced,which has brought a very negative impact on the social and economic development.For these new situations,new situations and new problems,China's implementation of the "all-around two-child" policy is of great significance for promoting social and economic development.This paper studies the practical significance of the "all-around two-child" policy in China.In addition to the introduction,it is divided into three parts.The first part is a historical review of China's population policy.We should grasp the "all-around two-child" policy making process and clarify the background of the implementation of the "all-around two-child" policy.The population policy of our country has undergone a long-term evolution and change.In the early days of the founding of the people's Republic of China,because of the serious loss of the population in the country's frequent years of war,the fertility policy was mainly to encourage birth.During the period of reform and opening to the outside world,the population policy of our country changed with the national conditions,and the family planning policy of controlling the population was implemented.In 2013 the third Plenary Session of the 18 th CPC Central Committee the Party announced the "CPCCentral Committee on deepening of reform and the major issues decision" proposed adhere to the basic state policy of family planning,to start the implementation of the party is the only child of the couple can have two children policy,which indicates that the separate two child policy officially landed.In 2015,the party's the fifth Plenary Session of the 18 th CPC Central Committee communique passed in the fifth Plenary Session of the 18 th CPC Central Committee,the Communist Party of China put forward that we should adhere to the basic national policy of family planning,improve the population development strategy,implement a policy of two children for a couple,and actively carry out actions to cope with the aging of the population.At this point,the one-child policy of our country has become a history,and the "all-around two-child" policy has begun to be implemented.The second part analyzes the practical basis and social impact of the implementation of the "all-around two-child" policy.Population growth is crucial to the long-term development of a country.At present,although the total population of our country is very large,the overall fertility rate is obviously lower than the level of generation replacement of 2.1.Besides,there are still many problems,such as the shortage of labor force,the aging of population and the imbalance of sex ratio.All of these will hinder the further development of our society and economy.After implementing the "all-around two-child" policy,to a certain extent,it can improve the age structure of labor force,alleviate the aging process of population,balance the sex ratio,and further optimize our population structure,and promote the long-term and balanced development of population.The third part grasps the possible risks after the implementation of the "all-around two-child" policy,and completes risk aversion and risk control so as to better play the advantages of the "all-around two-child" policy and better meet the needs of social and economic development in China.After the implementation of the "all-around two-child" policy,there will be a variety of risks,such as the population growth,the shortage of resources,the reduction of the people's living standards and the development of the social and economic development.To solve these problems,we propose to carry out policy propaganda and policy implementation details,theimplementation of intensive management,ecological conservation of social resources,so as to avoid risk,to ensure that the "all-around two-child" policy implementation,in order to realize the optimization of population structure and the harmonious development of the society.
