Perspective based on the globalization of economic development, vigorously developing education cause has become the priority of the country rich and strong all over the world. It is also one of the important means to promote growth of national economy. Sustained and healthy development of the education career cannot leave the support of country’s comprehensive national strength and the guidance of the valid education policy. So, education policy as a guide to the healthy development of national education is undoubtedly an important policy, also is one of the indispensable conditions. Orderly development of the education is closely related to the regulation of its scientization, democratization, performance, at the same time also need to be fully dependent on the deep understanding of the education policy makers and the healthy development of the policy itself. The first thing to rely on is the formulation of scientific education policy; The second is the effective execution and appropriate evaluation of the education policy. The formulation and implementation of education policies, in the development of education, have the effect that cannot ignore more like play. Conceptualization of educational decision-making depends on the correct education policy formulation and efficient policy implementation, and thus can be transformed into embodied education policy in the real life, thus get the result output of the education policy in essence. However, in the implementation of the realistic education policy, unavoidable in many conditions, such as the execution efficiency is not high, the early stage of the establishment of policy implementation, output results, and the beginning of the purpose of the policy makers and the will of the masses of educatees, appear even the opposite effect. Therefore, as a theoretical mode of education policy implementation, its meaning is to understand and sum up the essence and rules of nature in the implementation of education policy, so to speed up the guidance of all aspects of practice in the implementation of education policy. It also makes education policy become a lever of the government to social economy, guiding the healthy development and good operation of policy, helping policy makers carry out macroeconomic regulation and control of the country’s education. Therefore, the author thinks that, to speed up the reform and reconstruction of the new model of the execution of our country’s education policy, to determine the new mode of education policy is necessary for education policy effective execution and the only way.Through most of the writing, this paper has introduced the basic concept of education policy implementation and related theory, thus carried out an in-depth investigation and analysis. It distinguished the mutual concept between policy and education policy and made an in-depth analysis and discussion on the concept of policy implementation and education policy implementation. Transverse comparison discussed the difference among three kinds of policy implementation models which are top-down mode, bottom-up mode, and comprehensive mode. It deeply analyzed the theoretical significance and practical guiding significance of the education policy implementation. Based on the problems of the present education conditions about education policy implementation in Vietnam, the current study carried out the systemic investigation and analysis, and put forward effective solutions for the error education policy formulation and implementation. Actively improve all aspects in the process of education policy implementation in Vietnam. There are several important content such as innovating education objectives, content and planning, strengthening the construction of faculty team, strengthening the government to innovate the education management system at the same time. Continue to improve the structure of the national education system and strengthen government spending on education funding and infrastructure construction. Among them, innovating education plan and strengthening the construction of teachers are the keys, while the innovation of education management system is a top priority. The author hopes to make some contribution to Vietnam’s education career by analyzing education policy implementation to Vietnam at great length.
