Vocational education is an important part of modern national education system, is the important resources in the developed countries. In the background of enrollment expansion, the number of graduates increases year by year, society as a whole employment situation more and more serious, although employment system reform continued to deepen, but the secondary vocational school graduates employment problems highlighted gradually. Guiding students single, lack of necessary practice their skills and talents can only for higher, these two reasons lead to the secondary vocational schools are facing graduates employment quality is not high at the same time, more and more industrial park due to a lack of proper matching mechanic resource support, often encounter double predicament of "labor shortage". How to break the "labor shortage" and "employment quality low" the double dilemma of the status quo is worth to study. First of all, to study object is the status of the two strange co-exist? Second, the "strange coexist" individuals, enterprises, colleges and universities in the microscopic main body what role? Finally, in addition to the colleges and universities, enterprises and individuals three micro main body role, the government as the main body, a macro for crack between the two strange how should play the intermediary service function, finally achieve a win-win situation?
