In the 21st century, with the acceleration of global economic integration, the role of English as an international language has development needs to expand the global perspective, and enhance international adaptability. To this end, in 2001 the Ministry of Education requires all colleges and universities offer clear within three years of 5%to 10% of the bilingual program, the introduction of original materials, improve the quality of teachers, the provision for carrying out various universities offer bilingual education policy basis and quantitative indicators. Since then, our bilingual teaching has been great development. At present, the theory and practice of bilingual teaching in colleges and universities to explore still in its infancy, the country has not yet formed a bilingual teaching model, in urgent need of theoretical guidance.In this paper, Huaiyin Institute of Economics and Management conducted a case study, through literature analysis, case studies, surveys and interviews and other forms of Jiangsu Province, the main problems of the current practice of bilingual teaching in local colleges and universities were present in attribution analysis, and summarizes how to improve the quality of bilingual teaching in university places.The full text is divided into introduction, body and ending three parts:The introduction describes the research background, domestic and foreign research bilingual teaching situation, the purpose and significance of this research, ideas and methods of the study.The text, the second part, is separated into three parts:Firstly, the connotation of bilingual teaching concepts related discrimination, and to clarify the prospects for the development of bilingual teaching in colleges and universities from five aspects.Secondly, the analysis of the status of bilingual teaching of Huaiyin Institute of Technology--A Case Study. Case chose a local college of Jiangsu——Huaiyin Institute of Technology, for the implementation of the School of Economics and Management of bilingual teaching are described in detail, and the data questionnaire summed school bilingual education problems and cause analysis.Finally, to address these issues put forward countermeasures. Combined with the previous case study, the author describes the main suggestions to improve the quality of bilingual teaching local colleges and universities in Jiangsu Province.The third part is the conclusion, this paper summarizes the study, analysis of results, and points out the possible existence of inadequate research, and the development trend of bilingual teaching college prospect in the future.
