At the end of the 20 th century, our country put forward the requirements of the full implementation of quality education, advocating education innovation and innovation education to cultivate a new generation of creative talented. In 2010, China launched the national plan for medium and long-term education reform and development(2010-2020), which clearly states that: "protect teachers’ status and maintain teachers’ rights, raise the pay of teachers, to make teachers become a respected profession. We can improve teachers’ qualification and quality to create a highly qualified specialized team with the noble morality and reasonable structure. " It puts forward higher requirements for teachers. Meanwhile, ideological and moral course for its thoughtful, humanity, practicality and comprehensiveness becomes the foundation for the healthy development of junior middle school students ’ moral of a comprehensive compulsory. But the low effectiveness issues exists the practical education in the teaching of ideological and moral teaching. If the teacher with the old concept can be hard to adapt to the new situation and new requirements and it’s difficult to achieve the goal of quality education. Therefore, guided by the new curriculum, based on the perspective of ideological and moral education this paper study the implement of the new teachers’ view and analysis the reason to provide some strategies establish a new concept of teachers and improve the status of teaching.This paper is divided into three parts:The first part describes the general situation of new curriculum teacher’s theory to interpret the concept of the new curriculum as a whole. First, it definites the meaning of value of teachers and new curriculum teacher’s value. Second, it introduces the requirement of new curriculum view for teachers. Finally, the paper analyzes the link of value of new curriculum teachers and moral teachers. Then we can know the influence of the value of new curriculum teachers on the ideological and moral education and teachers. New curriculum teachers’ value is good for the design and evaluation of the ideological and moral course teaching. And it can improve the effect of teaching.The second part discusses the present situation of new teachers’ value leading the teaching and the reason. First of all, by the questionnaire, and analyzing its data, we can understand the situation of carrying out the view on teachers of ideological and moral teachers. Secondly, based on the situation, the paper analyzes the reasons, for example, lacking of the teaching experience and practice, the weakness of research, we can provide realistic basis for the policy recommendations.The third part focuses on the view of teacher of new curriculum guiding ideology and morality course. Combining with the teaching view, teaching process, teaching content and teaching resource of ideology and morality course, this paper provides reference for the teaching. By providing positive measures, for example, building the new view of teaching, setting up the harmonious teacher-student relationship, developing the teaching view of ideology and morality course, improving teachers’ teaching ability, paying attention to teaching introspection, perfecting course and so on, this paper can provide positive meaning of using for reference. Positive measure, positive meaning.This paper applies the concept of new curriculum teacher to the ideological and moral education teaching. Under the guidance of its investigation, we analysis the reason for its existence, then we provide some specific policy recommendations for improving the present situation of ideological and moral education and the quality of ideological and moral teachers in practice.
