Research On Risk Management Framework Of Digital Archives Project Of University

Owing to the requirements for building digitalized campuses and developing college and university archives, the establishment of digital archives at colleges and universities has grown into an inexorable trend. In the establishment, coordination and cooperation from organizations including competent departments of the digital archives at colleges and universities and archives at other levels, contractors, etc. are required because it is a complicated and systematic project. This is why the establishment involves many uncertain factors, namely risks. The whole establishment project will be adversely affected if these risks are left unmanaged and not avoided and eliminated by effective strategies. What is worse, the project may fail for this reason. Therefore, the concept of risk management should be introduced into the establishment of digital archives at colleges and universities. However, risk management activities can hardly exercise their functions without a macro risk management framework, of which the actual application is a topic that deserves in-depth exploration.After combing through relevant research results and risk management theories at home and abroad, this paper has established the theoretical foundation for the risk management of digital archives at colleges and universities. With domestic and foreign mainstream risk management frameworks learnt ant understood, a risk management framework of digital archives at colleges and universities is formulated on the basis of the characteristics of such archives, which will facilitate the implementation of the whole risk management activities. This paper discusses the actual application of risk management framework in the establishment project of digital archives at colleges and universities for the reason that a theory can only produce good effects when it is put into practice. The framework is underpinned by theoretical foundation, communication and monitor mechanism, among which theoretical foundation mainly consists of basic theories of archives, theories about archival work at colleges and universities, and risk management theories. It is secured by the establishment of the security system of 10 factors including organization, human resources, capital, etc. It is centered on risk management process, namely risk planning, risk identification, risk analysis, risk response, and risk monitor. Starting from the 3 core factors of risk management process including risk identification, risk analysis and risk response, this paper will identify the risk factors related to archives at colleges and universities and conduct priority ranking. Then countermeasures will be proposed. This paper tries to improve the practicability of risk management activities through integrating risk management framework into the real establishment project of archives at colleges and universities.
