In China, the population and family planning interests policy system is a kind ofinstitutional arrangement implemented by the government in an effort to realize itspopulation development target by using such economic measures as offeringhouseholds or individuals some spiritual or material interests, which would inducesand encourages people of childbearing age to comply with the national policiesconsciously and voluntarily, which in turn bring the number, quality, and structure ofthe population in a favorable direction to the sustainable development of populationand harmonious progress of society.It plays an important role in each stage of controlling the population, maintaininga low fertility level and solving the population problem in a coordinated way.In coordinating to solve the population problem, elements such as the number,quality, structure and distribution of population often interweave and interact witheach other. Therefore, to better employ the population and family planning interestspolicy system and economic means to achieve coordinated solution of populationproblem and long-term and balanced development of population, it is necessary tobuild up the system and at the same time formulate a specific scheme to operate it sothat the institutional arrangement can meet with requirement of the economic andsocial growth and facilitate the family planning reform and development. Meanwhile,it should serve to improve the family planning public service and guarantee thewell-being of the people.What’s more, it is also expected to contribute to solving thepopulation problem in a coordinated way and integrating the family planning workinto the overall development of the economy and society.By applying qualitative method, this paper reviews the history of the thepopulation and family planning interests policy system and studies its theoreticalfoundation, scientific implication and purpose. It also explores major problems of theincompatibility between the political system and the economic and socialdevelopment as well as family planning work, and between new expectations of the people and existing political scheme. Finally,it puts forward some reflections andsuggestion on the perfection of the system.
