Autonomous Management of Young Pioneers is a process of the independent management of the Young Pioneers group, unlike previous research on Young Pioneers or autonomous management capacity-building of pioneer leaders. Autonomous Management of Young Pioneers is needed by the effective Work of Young Pioneers organizations and socialization of ideological and political consciousness of children. Based on management status of the system, positions and activities of Young Pioneers Organization (Group,Squadron and Team), this study revealed the fundamental relationship in autonomous management of Young Pioneers. And put out the typical problems in the management, have given a rational thinking the proposes of the construction of autonomous management of Young Pioneers. It has a theoretical and practical significance for the development of Young Pioneers.This study adopt the means of literature, observation, questionnaire surveys, individual interviews and text analysis. The First phase combined with the Young Pioneers and Young Pioneers of management theory. The questionnaire of autonomous management of The Young Pioneers is inspecting the autonomous status and influencing factors of The Young Pioneers. Questionnaire includes demographic information and statistics, system management, position management, campaign management and impact factors in several dimensions. After testing modifications, ultimately determines the questionnaires. The survey questionnaires were distributed 400 copies, of which the effective recovery of 375. The effective rate was 93.8%. This research selected H primary school in Guilin city of Guangxian as an example school for for one month to investigating. Through the ways of observation, interview and collecting text information, revealed the fundamental relationship in autonomous management of The Young Pioneers and several typical problems of it.Study finds that the independent management of the Young Pioneers need to deal with several relations:Young Pioneers independent management goal and the Young Pioneers nature relationship, Young Pioneers self-management and pioneers, the relationship between self management by the Young Pioneers and the external environment including the Young Pioneers independent and adult guidance, the Young Pioneers self-management and school management. Young Pioneers independent management objectives and the Young Pioneers team mainly lies in the Young Pioneers independent management and child nature, political and mass relationship; Young Pioneers self-management depends on collective self driven individual autonomy and influence of personal identification with the organization of Young Pioneers;relationship of the Young Pioneers autonomy and adult guidance known as the Young Pioneers independent and guidance f counselors and parents; The influence of Young Pioneers independent management and school management depends on the relationship in dealing with the autonomous management of the Young Pioneers and school management.This study revealed the typical problems of autonomous management of Young Pioneers based on analysis of the survey results and relationship existed in self-management of Young Pioneers. The establishment and implement of system management was worked free from the management of people. The establishment of system lacked vitality. Implementation of system lacked communication. Target of positions management of Young Pioneers was deviated from the right direction. Independent management activities direction was lost, which had a specific performance of parents to attach more importance to intelligence development and Young Pioneers independent activities to take capacity training seriously. Specific performance of disorder between Young Pioneers independent and adult guidance were reduced adult guidance and neglected independence of Young Pioneers.To establish the framework of self-management for Young Pioneers, we need to develop self-management practice system and coordinate the relations between self-management and adult counseling under the supervision of the school management. As one part of self-management framework, self-management practice system depends on the development and refinement of self-management system, opening-up of self-management activities and cultivation of self-awareness among Young Pioneers. Coordination between self-management and adult counseling means strengthening the relations between Young Pioneers and counselors and fulfilling the expectations of Young Pioneers and their parents. School management plays a key role in the framework, which ensures Young Pioneers’self-management status as well as promotes the development and reform of school counseling system.
