Reasearch On Optimization Of Grid Management Of Villages In The City

With the acceleration of the process of urbanization in China, the management environment of the villages in the city is becoming more and more complex and changeable,which makes the governance difficult. As an innovation of system attempts about social management,Grid management has achieved remarkable results since it was implemented in the urban grassroots governance, especially in the villages in the city with problems and contradictions concentrated, the effect is more significant. Although grid management has huge advantages to improve management efficiency, it does not fundamentally complete the task of social governance from the perspective of social governance innovation. Because it is not a completely innovation in the sense of governance, grid management needs to transform and optimize. Meanwhile it is necessary to explore a long-term governance way in order to modernize the village in the city. This paper bases on the optimization and transformation of grid management of villages in the city. Taking Wanxiu village of Nanning as an example, the current grid management is still a government-led management mode. There are some limitations in the process of practice, such as "strong sense of administrative, the limited social participation under government leading, the high operating costs increase financial burdens, the extended function of grid management squeezes the social autonomy space, the quality of the grid staff needs to be improved". This paper analyzes the reasons of these limitations. In order to improve the governance level and ability, it is necessary to transform grid management to grid governance from the perspective of governance theory. This paper puts forward some ways respectively from three aspects, including "idea transformation, system optimization and the optimization of specific paths". Only by modifying grid management constantly in practice and developing toward grid governance, can it enhance its internal energy. To promote the continuous innovation of villages in the city governance and achieve good governance, it’s necessary to maintain the long-term operation of the grid management system.
