Research On Grid Management Optimization In D District Of Daqing City

In recent years,the implementation of grid management and service at the grassroots level has become an effective exploration and beneficial attempt of grassroots social governance model innovation.Grid management model has achieved certain ideal results after years of practice in various places.Daqing D District has made some achievements since the implementation of grid work,but there are still some weaknesses and weak points,need to be constantly optimized and upgraded.Therefore,it is necessary and urgent to explore the grid management optimization scheme which is more in line with the actual economic and social development of District D,so as to promote the grid management system of District D of Daqing to be more perfect and the management efficiency to be gradually improved.This study takes the grid management of D District of Daqing City as the research object,and summarizes the current situation of the grid management of D District from seven main work contents,including detailed grid division,clear service matters,grid force,information platform construction,management system improvement,promoting pluralism and co-governance,and coordinating the linkage of departments.Literature analysis,questionnaire survey and interview method were adopted for investigation and research.Based on the summary of literature data and the reference of expert opinions,various indexes of the questionnaire were designed,and the questionnaire was carried out from seven dimensions,namely,grid division,service function,staffing,technical support,institutional guarantee,pluralistic co-governance and collaborative linkage.Combined with the interview content,it summarizes the existing problems in five aspects: insufficient grid force allocation,weak information platform construction,imperfect related management system,insufficient multi-subject participation and promotion,and low coordination efficiency of departments.The causes of the problem are mainly insufficient safeguard measures of grid team,insufficient financial investment of government departments,relatively backward legalization of grid governance,poor external environment of pluralistic co-governance,and unsound grid collaborative linkage mechanism.Finally,based on the grid governance theory,combined with the essence of the overall governance theory and fine governance theory,the overall framework and operation process of the optimization scheme were proposed by referring to the advanced experience at home and abroad and the practice of domestic successful cases.This paper expounds the specific contents of the optimization plan in detail from seven aspects: adhering to the scientific grid setting,promoting fine grid service,providing high-quality grid team,constructing intelligent information platform,perfecting the grid management mechanism,promoting the multi-channel co-governance and the whole discipline grid linkage governance,and puts forward the implementation guarantee of the optimization plan from five aspects.
