| The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China proposed to promote the downward shift of the centre of gravity of social governance to the grassroots,empower and devolve power to the grassroots,and strengthen the construction of governance and service systems in urban and rural communities.Since then,various local governments have actively explored social governance models such as city brain and smart city to strengthen the construction of information technology platforms and continuously improve the effectiveness of refined social governance management.As a practical model for opening up the last kilometre of service to the masses,grid-based management has played an important role in the grassroots practice of refining social governance.With the development of network information technology,grid-based management is gradually becoming more intelligent.This study takes the intelligent grid-based management in District J of City Q as the research object.This study conducted field research on the social governance command centre of District J,Street C and Street A.Targeted interviews and questionnaires were conducted with street staff,village and residence cadres and grid members.On this basis,a clearer understanding of the current situation of the development of smart grid construction in District J was obtained.District J has not only increased the use of information technology such as the Internet of Things,big data and artificial intelligence in basic grid management,but has also set up a special command centre for social governance at the government agency level and established a comprehensive information platform for social governance at the district and township levels.J District has set up a five-level grid system structure of "district-town and street-community-village-unit" to promote communication and cooperation between various levels vertically and departments horizontally,forming a The grid management system is "horizontal to the edge,vertical to the bottom,full coverage,no gap".The comprehensive social governance information platform has basic application modules such as data collection and application,incident reporting and operation and disposal,decision analysis and command and dispatch,and characteristic application modules such as enterprise grid-based management services and social psychological service system construction.Through the work of these modules,the effectiveness of intelligent grid-based management in J District is enhanced and the deepening of social governance practices is promoted.The study found that four types of impediments existed in the construction and development of smart grids in District J,namely,imperfect operational mechanisms for grid management,information barriers among the various departments involved in governance,insufficient professional strength in grid management,and low enthusiasm of multiple subjects to participate in social governance.The reasons for the impediments to the development of smart grids lie in four areas:imperfect mechanisms for collaborative governance between functional departments,non-standardized and non-uniform technical standards for data communication and other technical standards,software development that ignores user capabilities,and imperfect policies to support the participation of multiple subjects in governance.For District J,there is a need to enhance the quality of smart grid management and provide quality and comprehensive seamless public services to adapt to increasingly complex social situations and meet public needs by promoting the professionalisation of the gridworkers,strengthening the integration and collaboration of social governance fragments,promoting the wisdom of the management platform and encourage diverse forces to participate in social governance. |
