Research On Optimization Of Grid Management In Grassroots Communities

The Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China proposed to build a grassroots management service platform featuring grid management,refined services,information support,and open sharing.The grassroots is the basic unit of social governance,and communities continue to expand with the acceleration of my country’s urbanization and gradually become the key to grassroots governance.Since the Third Plenary Session of the 18 th Central Committee of the Communist Party of China proposed an innovative social governance system,grid management has been explored and constructed in practice as an urban management model.It has been promoted,implemented and innovatively optimized according to local conditions in most cities across the country.In the report of the 19 th National Congress of the Communist Party of China,“social governance innovation” emphasized that “strengthen the construction of the community governance system,promote the shift of the focus of social governance to the grassroots level,play the role of social organizations,and realize the benign interaction between government governance and social regulation,and residents’ autonomy.",further pointed out the reform direction and significance of grid management in grassroots governance.Practice has proved that the application of grid management in grassroots governance has achieved remarkable results,especially in the community prevention and control battle against the new crown pneumonia epidemic.This paper takes M Town in Nanchang City as an example,using literature analysis,interviews,comparative analysis and other methods to deeply analyze the status quo of grid management in M Town,summarize the results achieved,and then analyze the process of grid management in M Town.Problems that arise in the process,such as unreasonable grid division,insufficient grid information processing platform construction,imperfect construction of grid staff,low participation of multiple governance grid entities,low coordination among various entities,etc.The main reasons behind the problem are the failure to update management concepts,grid awareness and inadequate implementation,lack of motivation and guarantee for the construction of grid staff,insufficient government policy attraction with the participation of multiple subjects,low development level of social organization capabilities,and residents’ autonomy Weak consciousness,unsound coordination and integration mechanism,etc.On this basis,it analyzes several typical grid management models at home and abroad,and draws lessons and practices from them.Finally,in view of the problem and the cause,it is proposed to strengthen the innovation of grid management from four aspects: improving the grid information processing platform,strengthening the construction of the grid staff,promoting the participation of multiple subjects,and strengthening the construction of the joint prevention and control system.Optimization,in order to provide a valuable reference for the grid management research of grassroots communities.
