Human Resources is one of the essential elements used in an organization toaffect its existence and development. Human Resources Management began in thewestern world in the Industrial Revolution and was first applied in enterprises andthereafter has been updated. Along with the transformation of information technologyand rapid development of world economy, nations carried out administrative reform tomake their governments efficient. More and more attention was given to personnelqualification and capabilities. Then effective management of human resources was thehighlight and emphasis for governments’ administrative reform.This dissertation makes a research on the human resources management and itsdevelopment features of the government organization in the new development area.Basically it belongs to the scope of researching on civil servant system. For thegovernment organization in the form of the administrative committee, how the workperforms depends largely on the talents plan and the management level. However, intoday’s society, there has been great challenge in the government human resourcesmanagement and how to improve the effectiveness of human resources managementis also a major topic to research. Over the past30years, some changes and greatprogress have been made in terms of human resources management like talentsplanning, recruitments, training and development, performance assessment andincentive structure. By various reasons, human resources management in thegovernment’s organizations still faces slow advancement.This dissertation first analyzes the content and the development characteristics ofgovernment human resources management; illustrates the current situation andunderlying problems. Then it demonstrates the unique characteristics of humanresources management in Recruitment, Personnel Training and PerformanceAssessment by taking a county-level government organization in the newdevelopment area for example. In conclusion, it will come up with the solution to thecurrent underlying problem existing in the government public sectors on humanresources and offer suggestions on how to realize the transition from the traditionalpersonnel management to modern human resources management. |
