The tax authority is the national tax organization which undertakes many functions such as the execution of national tax laws, implementation of effective collection and management to ensure the state revenue and serve the taxpayers, and monitoring socio-economic operation. With the deepening of reform and opening-up, the government reign environment has been undergoing profound changes, which objectively requires government departments to explore the potential of civil servants to improve administrative efficiency. Currently, the management of tax administration presents information pattern, knowledge process, characteristics of flexible, cost-effective and international rules, which requires the tax authority staff to improve themselves with the result of having strong modern concept, advanced strategic viewpoint, extensive specialized knowledge and rich practical experience.With the establishment and development of market economy system of our country, self-interest departments continuously improve the development of the intrinsic value of human resources with the benefit actuation. At the same time, public departments are diligently pursuing efficiency and the input-output ratio. So in this circumstance, it has important theoretical and practical significance to take the Local Taxation Bureau (LTB) of Xianyang City as an example to study the government human resource management. Staff of the tax authorities will directly affect the realization of tax revenue, performance of tax collection, even and implementation of government functions. Therefore, the effective development and management of human resources of tax authority is really an important job.Through literature review, survey research, comparative studies and other methods, human resource management theories are introduced to LTB of Xianyang. In this paper, both theoretical issues about government human resource management and the practical problems of human resource management in LTB of Xianyagn are deeply explored. Also, the experiences of other countries or regions like the United States, Japan and Hong Kong are used for reference. Finally, some suggestions to improve the human resource management of LTB of Xianyang are presented.
