Human resource management is an important part of management work. Government human resource management is the focus of government work, and its management maturity determines the effectiveness of government work.At present, the organizational management model is an important method of government human resource management. In recent years,in order to carry forward the reform and innovation of the spirit of the times and build a satisfactory service-oriented government, China has continuously accelerated the reform of the administrative system and the transformation of government functions, and strengthened the organization management of government institutions. Therefore, in this situation, it is of great guiding significance to carry out related research on organization management.This paper combines the national conditions of our country , and adopts the literature,the investigation,and the empirical research method,using these methods to carry out the pioneering research on the management mode and maturity of the government human resources organization.First of all, this paper analyzes the current situation of the organization management model in our country’s government human resources management, and summarizes the experience and existing problems of the organization management model.Secondly, according to the related theory of human resource management and the organizational management, with combining the actual situation of government agencies to prepare management, analyzing of research management maturity level,the basic elements,etc., this paper builds China’s government agencies to prepare management maturity model.Then, with the basis of successfully building the management maturity model,combining the content of management with management of government agencies, selecting the evaluation factors and indexes of management maturity,establishes the evaluation index system.Finally,an example of the reform of industrial and commercial system of Zhuhai City is introduced into the evaluation system of management maturity of government human resources institutions.
