Research On Proposal-based Political Participation

"The political participation" is an important measure of social political democracy, PoliticalConsultative System in China is an important system design in the citizen’s orderly politicalparticipation, and as a high degree political participation channels, submitting the CPPCCproposal is the main way of political participationg for CPPCC members. This paper puts forwardthe concept of the “proposal-based political participation”, submitted a new perspective on Chinapolitical life. This paper puts forward the concept of “proposal-based political participation ",described and analyzed the subject of the political participation and its behavior, other relevantedcharacters, influencing factors, the utility evaluation and other aspects.“proposal-based politicalparticipation " is defined as a "limited freedom, limited power" as the characteristics, looselyorganized, elite political participation,. Through a number of statistical data and analysis,according to the members’ occupation, parties and the other features, submitting behavior willshows different characteristics; the effect is mainly affected by the accident factors such as theproposal’s content, the proposaer’s identity, and the attitude to urging the proposal to solve, ratherthan law, mandatory factors. At present, due to limited effect and other reasons, committeemembers’ political willingness to participate in a downward trend, and it may play a greater roleby strengthening the management of the members, or combination with the public participationand media supervision.
