| Since its establishment,the Chinese People's Political Consultative Conference(CPPCC)has played a very special and important role in the Chinese politics system,and its particularity lies in the great difference between the "consultation" of the CPPCC and the deliberative democracy abroad,and the importance embodied in the function of democratic politics,the important carrier of political consultation and the function of United Front.In the new development stage,the Chinese People's Political Consultative Conference(CPPCC)plays an increasingly important role.As one of three functions of the CPPCC,political participation has important significance in administrative foundation consolidation of the Communist Party,scientification and democratization of public decision making,social harmony and stability and so on,while CPPCC proposal is important form and carrier to perform function of political participation.The CPPCC proposal has played an important role in political participation because of its "through train" advantages and no time limit.However,there are still many limitations in the work of the proposal,which restricts its role in participating in politics.This paper sums up the relevant research achievements of domestic scholars on the CPPCC proposal and elaborates the connotation and significance of the CPPCC's participation in politics,and introduces the concept,characteristics and basic procedure of the proposal.The empirical content of this article takes the CPPCC of Heze as an example,introduces the basic situation of working organization of the Heze CPPCC proposal,and analyzes the cases on the proposals,the distribution sector and the adoption of the proposal of the Heze CPPCC in the last five years.In order to have a deep understanding of what factors contribute to the proposal's role in participation in politics,what factors restrict the role of proposal participation in politics,this paper selects six cases of Heze CPPCC's proposal work in recent years,and expounds in detail the background,drafting process,handling process and practical effect of four successful proposals.The common denominator of these four proposals is that the proposal get to key points directly,but the points that contributed to the success of the proposal were different:one benefited from the fact that members had submitted proposals for "softening" for many years,and the other benefited from the proposal itself was the one the government needed exactly to solve the problem.On the other hand,one benefited from the political superiority of the members themselves,and the other benefited from the "appealing" pressure that caters to the government.The paper outlines two proposals that have not been adopted and analyzes their causes:one is due to insufficient expression of the proposal itself,the other is due to the lack of attention by the processing unit.From the overall relatively low quality of the proposal,the lack of work of the proposal Committee,the insufficient attention of some processing unit and the lack of communication with the public,this paper points out the factors restricting the function of political participation of Heze CPPCC's proposal:the proposal itself is insufficient,some proposals are selfish,the accuracy of the proposal is low,the information platform is missing,the processing department has a bias in understanding the proposal work,a lack of effective consultation,a formalism and a public perception of the proposal.These factors directly affect the role of the proposal participation in politics.The paper takes the members,the proposal working platform,the proposal processing unit and the public as the starting point and tries to put forward the measures to promote the political consultative function of the CPPCC proposal,Through these several aspects'efforts,promoting the function of proposal in politics can be realized and the proposal work can really make CPPCC socialized and can be effective way for political participation. |
